BUSINESS AND ADMINISTRATIVE SERVICES

The division of Business & Administrative Services (BAS) includes the following departments:

Budget, Resource Planning & Management

The Director of Budget, Resource Planning & Management serves as the primary administrator accountable for all activities of the Budget Office ensuring compliance of internal and external requirements on the use of university funds. The Director of Budget, Resource Planning & Management is responsible for administration, planning and development of the annual university budget, allocating appropriations, and managing university revenue and university reserves in accordance with all CSU Chancellor’s Office, Governor and State Legislature directives. 

Capital Planning Design and Construction

Capital Planning, Design and Construction is responsible for development and preparation of the Capital Improvement Program, securing funding for projects, programming, planning and successful completion of projects. Our mission is to plan and complete high-quality facilities that are aesthetically pleasing, functional and sustainable while ensuring all applicable building, life-safety and accessibility codes are met and that projects are completed on time and at or under budget. 

Facilities Management Services

Facilities Management Department is devoted to the care and maintenance of all campus buildings, roads, grounds, custodial services and vehicles. Facilities Management also provides professional services to maintain and operate the campus heating/ventilation/air conditioning systems and utility resource management.

University Controller/Financial Services

The University Controller's Office oversees the area of Financial Services for the University.  The Financial Services unit provides services in the areas of Campus Accounting & Reporting, Auxiliary Accounting & Reporting Services, Cashiering, Student Financial Services, and “Sponsored Programs Accounting & Reporting. Through effective policies and procedures, good internal controls, and a knowledgeable user community, our goal is to provide best-in-class customer service and the highest integrity in accounting and financial reporting to allow us to safeguard the University's assets.  This goal is accomplished by complying with institutional policies, applicable laws and regulations, Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB).

Human Resources and Administrative Services

The Human Resources (HR) Office oversees a variety of employee services.  HR is responsible for the recruitment, selection and appointment of non-academic employees, including those employees in the Management Personnel Plan.  HR also oversees compensation and classification for non-academic employees and provides guidance with performance management issues.  HR assists all CSUB employees with their benefit and leave entitlements, worker’s compensation benefits and a variety of employee employment-related professional development.

The Payroll Office is responsible for processing all compensation for CSUB employees.  As a service-oriented department, Payment Services assists campus administration by extracting and reporting accurate Payroll information.  Payroll Service also maintains the campus absence management process.

Information Technology Services

Information Technology Services supports the mission of the university by striving to provide the technical services to support our students, staff and faculty in their endeavor to enhance educational learning opportunities.  It is our goal to create innovative solutions to improve student learning and university operations, while providing a positive customer service experience for every member of our campus community.

University Police Department and Public Safety Services

University Police Department and Public Safety Services is dedicated to ensuring the safest possible environment for our students, faculty, staff, and visitors through professional law enforcement services, emergency management and preparedness, and parking services. University Police Officers and civilian staff provide emergency response assistance, first aid, criminal investigations, disaster preparedness, parking enforcement, traffic control, and transportation systems management.

Thom Davis joined California State University Bakersfield as Vice President for Business and Administrative Services in April 2015. He is responsible for the strategic and operational direction for the business and administrative services units including budget, resource planning & management, facilities management services, financial services, human resources and administrative services, safety and risk management, information technology services, auxiliary services and University police department and public safety services.  Davis received his bachelor’s degree in accounting and master’s degree in taxation from Golden Gate University and is a certified public accountant licensed in the State of California and State of Texas.  His career includes serving as a manager with the international certified public accounting firms of Deloitte, Ernst & Young, and KPMG; and serving 20 years as a senior administrator with private and public research institutions including vice president with Simpson University and Averett University, and associate vice president with Texas Tech University and Florida International University.
