University Policies and Procedures

Bias Incident Response Protocols

Members of the CSU Bakersfield community have a right to work, live, and learn in an environment free from unlawful discrimination based on a protected status.  CSU Bakersfield is committed to maintaining an environment where no student, employee, visitor, or recipient of services and/or benefits provided by CSU Bakersfield shall be subjected to any form of prohibited discrimination in any CSUB program or activity.

Along with campus administrators, we consider the diversity of its students, staff, and faculty to be of vital importance to its educational mission and welcomes contributions from individuals of all ethnicities, genders, gender identities, gender expressions, sexual orientations, social classes, dis/abilities, ages, documentation statuses, religious affiliations, beliefs, backgrounds, and national origins. We are committed to fostering a safe & productive learning and working environment.

We have identified various avenues for reporting bias and hate. These avenues should be collated into a centralized webpage and promoted and shared as part of this action plan:

Equity, Inclusion, and Compliance
Reporting incidents of harassment, assault, and/or otherwise discriminated against based on sex, gender, and/or gender identity:
  • Off-campus confidential resources include Alliance Against Family Violence and Sexual Assault.
ALLIANCE AGAINST FAMILY VIOLENCE & SEXUAL ASSAULT
Students or staff who have experienced discrimination based on sex, gender, and/or gender identity can directly report these experiences (non-confidentially) to Marcus Brown, CSUB Title IX Coordinator at 661-654-2713 and/or to the University Police Department (661-654-2677).

CSUB Counseling Services offers confidential support for all CSUB students.
CSUB Counseling Center
The Office of Student Ombuds Services is a campus resource for all CSUB students. The Ombuds is committed to hearing about students' experiences. The office offers a safe place to go for assistance in resolving any university related issue, concern, conflict, or complaint. All communications with the office are strictly confidential, informal, impartial, and independent. (The only exception is when there appears to be imminent risk of serious harm to self or others or issues about sexual misconduct.)
Office of Student Ombuds Services
The CSUB Employee Assistance Program is designed to help faculty, staff, and their household members with personal and workplace challenges. This program provides individual assessment and referral, solution-oriented personal issue resolution, face-to-face counseling, life management services, and other resources aimed at assisting members with a variety of issues.
Employee Assistance Program
We affirm that campus police officers will not contact, detain, question, or arrest an individual solely on the basis of suspected undocumented immigration status or to discover the immigration status of an individual, except as required by law.

The University Police will not enter into agreements with state or local law enforcement agencies, ICE, or any other federal agency for the enforcement of federal immigration law, except as consistent with California Government Code §§7282 et seq. or as required by law. The University Police Department does not independently conduct sweeps or other concentrated efforts to detain suspected undocumented immigrants.

Note on Educational Equity

California's in-state tuition policy provides qualified undocumented students with in-state tuition and state-funded financial aid through A.B. 540,  A.B. 130, and A.B. 131.[13] Losing DACA status will not impact student AB 540 access. In California, AB 540 status is not connected to DACA status - if students qualify for both right now, they won't lose AB 540 status.
