BUSINESS AND ADMINISTRATIVE SERVICES

The division of Business & Administrative Services (BAS) includes the following departments:

Auxiliary Accounting Services

Led by the University Controller’s Office, Auxiliary Accounting Services is responsible for providing financial services and support to the CSUB Auxiliaries. These Auxiliaries include Student Union, Associated Student Incorporated and Foundation. Auxiliary Accounting Services account for transactions in accordance with the Generally Accepted Accounting Principles (GAAP), and in accordance with policies and procedures of the California State University Accounting Officers Association.

Budget and User Support Services

The Director of Budget and User Support Services serves as the primary administrator accountable for all activities of the Budget Office ensuring compliance of internal and external requirements on the use of university funds. The Director of Budget is responsible for administration, planning and development of the annual university budget, allocating appropriations, and managing university revenue and university reserves in accordance with all CSU Chancellor’s Office, Governor and State Legislature directives.  In addition, represents the university as Director of User Support Services to provide communication, customer service and support to the University business management community to enhance the business management experience and utilization of information systems, efficiency of business processes, accountability of resources (human and fiscal), and awareness of and adherence to fiduciary responsibilities.

Facilities Management Services

Facilities Management Department is devoted to the care and maintenance of all campus buildings, roads, grounds, custodial services and vehicles. Facilities Management also provides professional services to maintain and operate the campus heating/ventilation/air conditioning systems and utility resource management.

Human Resources and Administrative Services

Human Resources (HR) office is responsible for the recruitment, selection, and appointment of non-academic employees. HR oversees all campus hiring policies, procedures, payroll, and employee benefit issues. The office also provides on-campus educational and professional development.

HR oversees the Safety & Risk Management Office, which strives to ensure a safe and healthy environment through campus compliance with environmental, health and safety regulations, risk management, and recycling.

HR oversees the Campus Support Serivces, which includes print shop, mail services, shipping and receiving, and property control.

Information Technology Services

Information Technology Services supports the mission of the university by striving to provide the technical services to support our students, staff and faculty in their endeavor to enhance educational learning opportunities.  It is our goal to create innovative solutions to improve student learning and university operations, while providing a positive customer service experience for every member of our campus community.

University Controller's Office

The University Controller's Office oversees the area of Financial Services for the university.  The Financial Services unit provides services in the areas of Accounting and Reporting, Student Financial, Payment (accounts payable and travel), and Procurement and Contracting Services.  Through effective policies and procedures, good internal controls, and a knowledgeable user community, our goal is to provide best-in-class customer service and the highest integrity in accounting and financial reporting, and buying and paying to allow us to safeguard the University's assets.  This goal is accomplished by complying with institutional policies, applicable laws and regulations, Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB).

University Police Department and Public Safety Services

University Police Department and Public Safety Services is dedicated to ensuring the safest possible environment for our students, faculty, staff, and visitors through professional law enforcement services. University Police officers provide emergency response assistance, first aid, criminal investigations, disaster preparedness, parking enforcement, traffic control, and transportation systems management.

Thom Davis joined California State University Bakersfield as Vice President for Business and Administrative Services in April 2015. He is responsible for the strategic and operational direction for the business and administrative services units including university budget and user support services, facilities management services, financial services, human resources and administrative services, safety and risk management, information technology services, auxiliary services and University police department and public safety services.  Davis received his bachelor’s degree in accounting and master’s degree in taxation from Golden Gate University and is a certified public accountant licensed in the State of California and State of Texas.  His career includes serving as a manager with the international certified public accounting firms of Deloitte, Ernst & Young, and KPMG; and serving 20 years as a senior administrator with private and public research institutions including vice president with Simpson University and Averett University, and associate vice president with Texas Tech University and Florida International University.
