California Education code requires that all candidates for a teaching credential demonstrate they are proficient in the subject matter of their intended credential.
Options for Meeting Subject Matter Competency
- Completion of a subject matter program approved by California Commission on Teacher Credentialing (CTC)
- Passage of subject matter exam in appropriate content area (CSET)
- Subject matter competency of a baccalaureate or higher degree from a regionally accredited institution of higher education in an approved degree major for the credential sought
- Completion of coursework from a regionally accredited institution that addresses all domains of subject matter requirements in the content area of the credential sought pursuant to Section 44282 as verified by a Commission-approved program of professional preparation.
- A combination of exams and coursework
To meet subject matter competency via a subject matter program you must obtain a subject matter waiver letter from a CTC approved subject matter program. These program are generally completed at the undergraduate level through a bachelor's degree program.

The degree major chair or credential department is normally able to provide the Subject Matter Waiver Letter. The institution's Credential Analyst's signature must be on the Subject Matter Waiver letter if the waiver letter is granted from an institution other than CSUB.
A Subject Matter Waiver of at least 80% may be used to be considered for program admission; however, 100% Subject Matter Waiver must be obtained to complete a credential program if admitted to or to qualify to be intern ready if admitted.

The California Subject Examinations for Teachers® (CSET) have been developed by the California Commission on Teacher Credentialing (CTC) for prospective teachers to meet subject matter competency requirements for certification by taking examinations.
Each examination consists of subtests. The number of subtests varies by subject matter. You may register to take one or all the subtests together. Depending on the subject matter exams may have limited testing windows. In addition, some exams are available for in-person testing only, others may be available via online proctoring.
The CSET website has lists of preparation materials that may aid you in preparing for your exams. There is also a guide to free or low-cost preparation resources.

California Assembly Bill 130 allows for completion of an academic major in the subject area of the credential being sought to satisfy Subject Matter Competency (SMC). A baccalaureate or higher degree from a regionally accredited institution of higher education with the following:
- For Multiple Subject Credential – A liberal studies major or other degree that includes coursework in the content areas pursuant to subdivision (b) of Section 4482 (PSA 21-10)
- For Single Subject Credential: a degree major in one of the subject named in Education Code section 44257(a); Agriculture, Art, Business, Dance, English, World Language, Health Science, Home Economics, Industrial and Technology Education, Mathematics, Music, Physical Education, Science - Biology, Chemistry, Geoscience or Earth and Space Science, Social Science, or Theater.
- For Education Specialist Credential: a degree in one of the subject areas listed above for either Multiple Subject or Single Subject credentials

Submitting a Degree Verification Request
The approximate processing time for a SMC verification is 2-3 weeks.
Please do not mail, email, or fax documents unless requested to do so. Failure to follow submittal instructions may be cause for delayed or rejection of the verification.

Complete and submit your verification request with your unofficial transcripts in one PDF document to the submission portal.
No other file format will be accepted. Do not zip or password protect your file. Do not upload multiple files — your verification must be in one file.
How to create and submit your verification form and supporting documents:
- To complete the verification request, download the form to your device. Open it in Adobe Reader, fill it in, ensuring you have completed all required information. Print or save the application as PDF to your device. If you do not have Adobe Reader, you can download the app free from any app store.
- To compile your verification request and supporting documents into one file, you will need to merge your documents. Adobe Reader does not have merge functions unless purchased. To merge your documents, there is free Adobe merge software available, such as I love PDF or PDF Joiner.
- Name your PDF: Last Name_First Name_CSUB ID_SMC
Save a copy for your records. - Upload your PDF file to the secure submission portal.
