         As the Bilingual Cross-Cultural and Academic Development/California Teachers of English Learners (BCLAD) Coordinator for the Bakersfield main campus and Antelope Valley, I am pleased to assist you with any questions you may have regarding the Elementary Multiple Subject Bclad Emphasis Credential Program offered through CSUB.  This Emphasis Credential requires an intermediate level of Spanish proficiency.  Please stop by at my office EDU #118 and sign up for an advising appointment on my outside of office bulletin board or call at (661) 654-2095 (voicemail  phone to access office hours).
          My research agenda is specific to the areas of the linguistic  academic language capabilities students need to become successful readers and writers of English and the Spanish language.  Future research interests include longitudinal and sustained development of academic skills for English learners K-12 studies and  taking a critical look at the influencing variables towards creating optimal oral language and speaking opportunities in the classroom specific to the elementary school setting K-6.

Types of Instruction to English Learners  Authorized by the BCLAD Certificate

 Instruction for English Language Development (ELD) means instruction designed specifically for EL students to develop their listening, speaking, reading, and writing skills in English. This type of instruction is also known as English as a Second Language (ESL) or Teaching English to Speakers of Other Languages (TESOL).

Specially Designed Academic Instruction Delivered in English (SDAIE)  means instruction in a subject area, delivered in English, that is specially designed to provide EL students with access to the curriculum.

 
Content Instruction Delivered in the Primary Language.  means instruction for EL students in a subject area delivered in the students’ primary language.

BCLAD

     California Education Code Sections 44253.3 and 44253.4 require the
Commission on Teacher Credentialing (CTC) to issue certificates that
authorize the holder to provide specialized instruction to English Learners
(EL). These certificates are the Crosscultural, Language and Academic Development (CLAD®) Certificate and the Bilingual, Crosscultural, Language and Academic Development (BCLAD®) Certificate. Section 44253.5 requires the CTC to develop and administer examinations on which a teacher can demonstrate competence in the knowledge and skill areas necessary for effective teaching of EL. With expert advice from California educators and others, the CTC has developed the California Teacher of English Learners® (CTEL®) Examination for the purpose. The CTC has contracted with National Evaluation System (NES®) to administer the examination.
