In September, 2004 Chevron Corporation had funds available to support several large philanthropic ventures throughout the country. A Chevron representative asked the preschool grant-writing team in Bakersfield to submit a proposal to Chevron executives outlining the development of a preschool literacy program. Chevron agreed to provide the money and presented a check to the community for $600,000 for The Preschool Literacy Project (PLP) at an elaborate and exciting press conference in February of 2005.
