CSUB & CSU Student and Staff Borrowing:

LC books, documents (with the exception of those that state they are not to leave the Library), juvenile materials, pamphlets, ERIC microforms, any non-serial (except for reference) microforms, non-LC paperbacks, textbooks (non-LC items) and curriculum kits can be circulated to students and staff for a four (4)-week loan period and are renewable unless a hold has been placed on them by another patron. A current CSUB I.D. Card is required. Students currently enrolled at other CSU campuses have privileges, if they have proof of current enrollment, and their campus/student I.D.

There is no limit on the number of times these materials can be renewed, if there are no requests pending for the item(s). Books are renewed for an additional 4 weeks per renewal request. Students can do two online renewals only and then they must bring the books back to the Library. However upon returning them, they can be checked out again at the front desk.

Online renewals of books in the Bestsellers Collection are not allowed. Books from this collection must be returned to the Library by the due date. However upon returning them, they can be checked out again at the front desk.

Students may check out LC books, documents (with the exception of those that state they are not to leave the Library), juvenile materials, pamphlets, and microforms on faculty loans for faculty member's use only, if they have the faculty member's I.D. card and a memo from the faculty member who assumes responsibility for all material checked out by the student. The memo must include the last day the student can use the faculty member's card.

Periodicals, college catalogs, and newspapers are not circulated to students and staff; these materials must be used in the Library only. Students may check out college catalogs for a 24-hour period for faculty member's use only when 2nd copy exists, if they have the faculty member's card and a memo from the faculty member who assumes responsibility for all material checked out by the student; the memo must include the last day the student can use the faculty member's card.

Reference materials, annual corporation reports, abstracts, archive materials, indexes, maps, and microforms (microforms of periodicals, newspapers, and college catalogs) cannot be checked out by students and staff; these items must be used in the Library only.

Oral History materials can be used by students and staff only by appointment with the Reference Services Coordinator or his or her designee.

Students and staff with overdue reserve items and audio visual materials or test collection items are fined at a rate of $1.00 per hour for 2-hour and for 24-hour items, $1.00 per day for 3-day and 7-day items. Fines accumulate to a maximum of $25.00 per item per week. Students and staff with unpaid fines will be unable to register or obtain transcripts.

2-hour and 24-hour reserve items must be renewed, in person, every 7 days. Items not renewed for 21 days will be considered lost. Lost or damaged items are billed to students and staff at current replacement cost plus a state-mandated processing fee. Once replacements for reserve items not owned by the library (ie. A professor's personal copy) have been ordered, students and staff are ineligible for partial or full refunds if the item is returned.

Holds may be placed on reserve items; however, holds cannot be placed for items a patron currently has checked out. 24 hour reserve items are due at the same time they were checked out (unless the library closes early or opens late) the following day. Keeping an item past the time it is due, resulting in an unfilled hold request, will result in an additional fine of $10.00 assessed as well as any late fees.

To avoid unfilled hold requests and loss or damage to textbooks, the Library recommends instructors place all text books on 2-Hour Closed Reserve.

Video and laser discs can be circulated to students and staff for 2-hour in Library use only. Audio cassettes can be loaned for 7 days. A maximum of two items may be out on loan at any time. Records and compact discs can be circulated to students and staff for 7 days. A maximum of 10 items may be out on loan at any time.

CSUB Faculty Borrowing:

LC Books and juvenile materials have an annual due date in June for all faculty. These materials are subject to yearly renewal. A current CSUB I.D. card is required.

College catalogs can be circulated to faculty for a 24-hour period for advising purposes only when second copy exists.

Periodicals (including newspapers), reference materials, annual corporation reports, abstracts, archive materials, indexes, maps, and microforms (microforms of periodicals, newspapers) cannot be borrowed for use outside the Library.

Oral History materials can be used only by appointment with the Reference Services Coordinator or designee.

Video cassettes can be circulated to faculty for 3 days. A maximum of five items may be out on loan at any time. Records and compact discs can be circulated to faculty for 7 days. Audio cassettes and laser discs can be circulated for 7 days. A maximum of 10 items may be out on loan at any time.


CSUB Faculty Recall, Fines and Replacement Costs:

Faculty members are not assessed fines for overdue books. Fines for late return of videos are $5.00 per day to a maximum fine of $25.00 per item per occurrence. Fines for late return of audio cassettes, compact discs, laser discs, and records are $1.00 per day to a maximum fine of $25.00 per item per occurrence. Borrowing privileges will be revoked when 25 or more books become overdue or when videos are not returned promptly.

Lost or damaged items are billed faculty at the current replacement cost plus a state-mandated processing fee.

Materials borrowed by faculty are subject to recall after two (2) weeks.

The University routinely refers unpaid obligations, including replacement charges, to the Franchise Tax Board for liens against an individual's tax refunds.


CSUB & CSU Student and Staff Recall, Fines and Replacement Costs:

CSUB students with overdue LC books, documents, juvenile materials, pamphlets, and microforms, non-LC paperbacks, textbooks, and curriculum kits will be fined at a rate of $0.15 per item per day. Fines accumulate to a maximum of $10.00 per item per occurrence beginning on the due date regardless of whether or not students receive overdue notices. Staff members are not assessed fines for overdue materials. Lost or damaged items are billed students and staff at current replacement cost plus a state-mandated processing fee. Materials borrowed by students or staff are subject to recall after two (2) weeks.

Students having overdue reserve items and compact and laser discs, records, audio cassettes, video recordings and diskettes or test collection items are fined at a rate of $1.00 per hour for 2-hour and for 24-hour items, $1.00 per day for 3-day and for 7-day items. Fines accumulate to a maximum of $25.00 per item per occurrence. Students and staff with unpaid obligations will be unable to register and unable to obtain transcripts.

Failure to clear this library obligation will result in your registration packet being withheld and transcript requests denied. The University routinely refers unpaid obligations to the State Franchise Tax Board for liens against tax refunds. The University may also refer unpaid accounts to outside collection agencies. If an account is sent to a collection agency or litigated, the patron may be required to pay additional costs of collection.


Non-CSUB (including COMMUNITY CARD) Borrowing:

Community Card holders may check out a maximum of 5 items; no recalls or holds are allowed. Non-CSUB patrons (including Community Card holders ) must renew items in person at the Library with the items in hand. Only one renewal per patron will be allowed.

Periodicals, college catalogs, and newspapers are not circulated to non-CSUB patrons (including Community Card holders); these materials must be used in the Library only.

Reference materials, annual corporation reports, abstracts, archive materials, indexes, maps, and microforms (microforms of periodicals, newspapers, and college catalogs) cannot be checked out by non-CSUB patrons (including Community Card holders); these items must be used in the Library only.

Oral History materials can be used by non-CSUB patrons (including Community Card holders) only by appointment with the Reference Services Coordinator or designee. Non-CSUB patrons (including Community card holders) may not check out Reserve items.

Non-CSUB (including COMMUNITY CARD) Patron Fines, Recall, Replacement Costs:

Items lent to non-CSUB patrons (including Community Card holders) which are requested by CSU students, faculty or staff are subject to immediate recall. Other borrowers may not recall books until the Community Card holder has had an item for two weeks. Fines for overdue books begin accruing at the rate of $0.50 per item per day to a maximum of $20 for non-CSUB patrons (including Community Card holders) beginning on the due date regardless of whether or not the card holders receive overdue notices. Fines for video and audio cassettes are $1.00 per hour to a maximum of of $25.00 per item per occurence. Fines for records, compact discs, and laser discs are $1.00 per day to a maximum of $25.00 per item per occurence. Overdue items not returned within thirty-five (35) days of the original due date will be billed to the Community Card holder at current replacement cost plus a state-mandated processing fee.

Lost or damaged items are billed at current replacement cost plus a state-imposed processing fee. Community Cards will not be renewed for patrons with unpaid fines or unreturned materials.

Community Card privileges can be revoked immediately if Library materials become overdue or are unreturned. Failure to clear this library obligation will result in your registration packet being withheld and transcript requests denied. INTERLIBRARY LOAN (ILL)

ILL Privileges available to CSUB Students, Faculty and Staff currently employed CSUB faculty, currently employed faculty from other CSU campuses (upon presenting a current faculty I.D. card from the other CSU campus), currently employed CSUB adjunct or part-time or clinical faculty and currently enrolled CSUB students (with current I.D. cards issued by the Registrar's Office) have ILL privileges. CSUB Extended Studies students have ILL privileges. Extended Studies students must have a form from Extended Studies showing current enrollment; a telephone call to Extended Studies, when possible, will suffice. CSUB students with Incompletes have ILL privileges, but they must bring a letter (on letterhead) from their professor(s) stating the need plus a deadline date. External Degree students from CSUB have ILL privileges, but students are required to have current I.D. card issued by Extended Studies. Students currently enrolled at other CSU campuses have ILL privileges, if they have a local address. *

Currently employed CSUB staff members (with I.D. cards) have ILL. privileges. The following have no ILL privileges: Bakersfield College instructors, Bakersfield College students, CSUB alumni, CSU alumni from other campuses, Community Card holders (including Sixty-Plus Club), high school students, non-CSUB staff members, special borrowers from other campuses, spouses of CSU faculty and staff members, students or instructors from other California universities.

*CSUB's service area includes Kern County, Mono, County, Inyo County, Gorman (in L.A. County), and parts of Tulare County south of a line running from a point midway between the towns of Angiola and Corcoran to a point just north of Lindsay and continued to the Inyo County line (including, but not limited to, Angiola, Earlimart, Pixley, Poplar, Porterville, Springville, Strathmore, Tipton and Woodville.)
