Many web masters are concerned that the amount of work to make their sites compliant is going to be insurmountable. Content changes over time and as it does sites are redesigned on a fairly regular basis to accomodate the changing needs of our users. The most efficient use of time would be to repair the errors that the law requires now and when a site is redesigned to do it properly using the best practices of the day. Designing a web site using standards and the best practices from inception is a lot easier than repairing an old site.
